While it's really unfortunate to have to do this, the ONLY full solution I've found so far is to nuke the machine and reload Win10 from scratch - NOT using an OEM image. I've not been able to find a way to FULLY uninstall any of these garbage OEM included Apps, only the per-user instance. New user logs in - the evil pre-installed version is back. When you uninstall an "App" - in this case the Office Desktop Apps, it only uninstalls the instance from the user you run the uninstall for. None of these "answers" solve the problem.
